Amendment to Private Universities Act Passed
The Haryana Assembly on Monday, December 22, 2025, approved a Bill amending the Haryana Private Universities Act, 2006. The amendment introduces clear procedures for the dissolution of private universities, the appointment of administrators, and mandates the government’s prior approval before introducing any new courses.
The move aims to strengthen government oversight over private higher education institutions in the state.
Background: Al-Falah University Controversy
The amendment follows concerns surrounding Al-Falah University in Faridabad, whose faculty members came under investigation in connection with the Red Fort blast, which resulted in the death of at least 15 people.
The Delhi Police filed two separate First Information Reports (FIRs) against Al-Falah University, following warnings from the University Grants Commission (UGC) and the National Assessment and Accreditation Council (NAAC). The FIRs, registered by the Crime Branch, involve allegations of cheating and forgery over purported false accreditation claims made by the university.
Government Measures and Oversight
The new amendment empowers the Haryana government to:
-
Dissolve private universities under specified circumstances
-
Appoint administrators to manage institutions facing serious issues
-
Ensure prior approval for new courses to maintain educational standards
Haryana Chief Minister Nayab Saini emphasized that the amendment is intended to protect students’ interests and enhance transparency in private higher education.
The legislation reflects the government’s commitment to strengthening regulatory frameworks, ensuring accountability, and maintaining quality standards in the state’s private universities.
